Member of Parliament Suggests Grant of Special Grade Designation toConstable and Head Constable of A & N Police for Motivationwithout any Financial Implications

Port Blair, Dec 14: The Member of Parliament of Andaman and Nicobar Islands, Mr. Kuldeep RaiSharma has suggested the Lt. Governor of Andaman and NicobarIslands to grant Special Grade Designation to Constables and HeadConstables of Andaman and Nicobar Police for motivation and also to addressthe issue of existing stagnation at the rank of Constables and HeadConstables of Andaman and Nicobar Police on the same lines as done by Delhipolice.

Appreciating the crucial role of Andaman and Nicobar Police inmaintaining law and order in the entire territory of Andaman and NicobarIslands, the Member of Parliament informed the Lt. Governor thatthere is stagnation at the rank of Constable and Head Constable in Andamanand Nicobar Police. As per rule, the qualifying service for promotion tothe next rank is five years for both the ranks but as on date it is takingmore than 30 years for a Constable to get promoted to the rank of HeadConstable.

He said that the morale of any force depends upon the motivation andmotivation of its manpower and timely promotion, are the two of the keyfactors for any uniformed force.

The Member of Parliament pointed out that In its communication dated27/06/2017 addressed to the Director General of Police of all States/UT,the Director- General BPR&D, Ministry of Home Affairs has endorsed the moveof Delhi police to grant Special Grade Designation to its Constables andHead Constables, which has resulted in motivation of staff without anyfinancial implications.

He added that as per a circular dated 04/11/2016 issued by Delhi police, aconstable who has completed 15 years of service as on the first January ofcalendar year and has been granted first financial up gradation (MACP) shallbe designated as head Constable (Special Grade) similarly Constable or HeadConstable who has completed 25 years of service in the cadre as on firstJanuary of the calendar year and he has been granted first and secondfinancial upgradation (MACP) shall designated Assistant Sub-Inspector(Special Grade).

On similar grounds the Member of Parliament suggested granting SpecialGrade Designation to Constables and Head Constables of Andaman and NicobarPolice.
