CITU Delegation Meets Chief Secretary and Urges to Implement High Court Order On 1/30th of Pay to DRMs

Port Blair, Apr 12: A delegation of CITU A & N State Committee today (12.04.2023) met the Chief Secretary, A & N Administration and submitted a letter urging the Administration to implement the order of the High Court on 1/30th of pay plus DA case.   In the letter, CITU drew the attention of the Chief Secretary to the judgment dated 19th December, 2022 of the High Court at Calcutta (Port Blair Circuit Bench) in MA/9/2020 (Lt Governor –vs- ASNVMS) by which the High Court had directed the Andaman & Nicobar Administration to extend the benefit of 1/30th of pay plus DA to all the daily rated mazdoors working under the Andaman & Nicobar Administration. Andaman Sarvajanik Nirman Vibhag Mazdoor Sangh (ASNVMS), affiliated to CITU, had already communicated the copy of the judgment to the Administration. CITU delegation told the Chief Secretary that the directions of the High Court were to be implemented within two months i.e. by 19th February, 2023. CITU delegation expressed disappointment that despite winning the case by the CITU Union and unambiguous judgment of the High Court, the A & N Administration has not issued the order extending the benefit of 1/30th of pay plus DA to all the daily rated mazdoors working under the Administration.  Chief Secretary assured the CITU delegation that the matter is under process and necessary orders will be issued soon.    

            The CITU delegation also brought to the notice of the Chief Secretary that Bonus to daily rated mazdoors working in a number of departments is yet to be paid to them. CITU delegation told the Chief Secretary that on the basis of the settlement orders of the National Lok Adalat at Port Blair and Orders of the High Court at Calcutta, disposing of the petitions filed by the ASNVMS, the Andaman & Nicobar Administration has directed the APWD to grant Bonus to all the daily rated mazdoors working in APWD. A number of departments including the Secretariat establishment have already granted the Bonus to all the DRMs working under it. However, some of the departments are yet to grant the benefit of Bonus to the DRMs working under it, as they have not received any specific instruction from the Administration. The CITU delegation urged the Chief Secretary to issue necessary directions in this regard to all concerned departments. The Chief Secretary assured the CITU delegation that appropriate action on the issue will be taken by the Administration.  


            The CITU delegation comprised R. Surendran Pillai, President, B. Chandrachoodan, General Secretary and SP Kalairajan and Anand Rajan, Secretaries of CITU State Committee.
